Mildred Torres Soto was the first Latina to serve on Hartford's city council. She received an honorary doctorate degree from Trinity College in her passing in 1998, which was the first time in it's 175 year history that they gave this to anyone after they had passed. For her last 5 years of life, she was the manager of community affairs for the Hartford Courant. She worked early on with social services and community organizing the Puerto Rican and Black communities in Hartford through La Casa De Puerto Rico, Community Renewal Team, and at Aetna Life & Casualty. She also served on the Hartford Board of Education and founded the Puerto Rican Political Action Committee in 1984.
Ms. Torres Soto came to Hartford as a young person from Puerto Rico. Her first job was sewing tobacco leaves in Windsor. She graduated from Hartford Public High School.

Recibió un doctorado honorario del Trinity College en 1998, que fue la primera vez en sus 175 años de historia que le dieron esto a alguien después de su aprobación. Durante sus últimos 5 años de vida, fue la gerente de asuntos comunitarios del Hartford Courant. La Sra. Torres Soto llegó a Hartford cuando era joven de Puerto Rico. Su primer trabajo fue coser hojas de tabaco en Windsor. Se graduó de Hartford Public High School.
